In his pre-budget report, the Chancellor Alistair Darling has cut VAT from 17.5% to 15% effective from the 1 December 2008. Whilst this change, as part of a £20bn package aimed at kickstarting the UK economy, needed to be implemented swiftly, it leaves little time for organisations who have never had to deal with a change in VAT to adjust.
The last time the United Kingdom changed the VAT rate was 17 years ago. The upshot of this is that a large number of systems that have been developed since then, have not been designed to allow the VAT rate to be changed. The rate of 17.5% is embedded within the system instead of being a value that can be easily changed.
